Description of District

The Gulfport School District is located in the Mississippi Gulf Coast bordered by I-10 on the north, the Mississippi Sound on the south. Midway between New Orleans, Louisiana and Mobile, Alabama, the total student population is 6,200, with 50% Caucasian, 49% African American, and 1% other. The district is composed of ten schools and one alternative school. Gulfport School District has recently completed a $35 million building project reconfiguring to middle schools, building new elementary middle school and ninth grade center. School clinic facilities were added to each school facility. Our mission statement reiterates our commitment. Our mission is to inspire each student to become a problem solver, lifelong learner, and productive member of society.

Description of Project

The project affords us the means by which the access to communication technologies are increased. Through this funding, greater efficiency in collaborative service delivery occurs; and also, increased efficiency in optimal service delivery is realized. Funds for computer networking components to link with the district's existing computer system enables us to build a medical data base for immediate access and allow accessibility at each site's wellness center.

Appropriate violence prevention skills through the Second Curriculum (violence prevention curriculum) enables the students to improve their communication skills and thus create a safe school environment. Through the mastery of targeted social skills, violence-related incidence are reduced. By addressing basic needs of health and interpersonal skills, optimal learning occurs and student performance improves.

Through collaboration with our local hospital and the Healthy Community Alliance, we have four fully licensed clinics staffed by full-time RN's. Treatment is provided by physicians who rotate through the clinics on a voluntary basis.

By utilizing our comprehensive Student Services department, the Gulfport School District (GSD) provides for the appropriate needs of all students. The pressing needs of at-risk students have received additional attention. GSD has built a comprehensive primary and secondary prevention and intervention program to combat substance abuse, dropouts, pregnancy, violence, etc. Primary prevention is achieved through curricula. Our prevention efforts integrate a comprehensive network of moving from identification of at-risk students through numerous intervention strategies that address specific needs and provide a secure safety net.

All Gulfport schools have Student Assistance Team (SAT) programs which identify the "at risk" student and plan intervention strategies. The program is designed to support the student in crisis and strengthen the attachment to education. The SAT is made up of school administrators, teachers, counselors, nurses, and other support personnel. The program has served as a model and has been replicated throughout the nation.

Our Community Mentorship Program allows good role models to have an impact on the lives of young people who have been identified as "at risk" i.e., potential dropouts. Mentoring is a relationship that encourages and guides personal growth and development. The purpose of the Mentor Program is to help the child achieve success in school and in life.

Three Year Goal(s)

1. By the end of the three years attendance,the Second Step violence prevention curriculum will be fully implemented in grades K-8 across the District. Implementation will include curriculum purchase and support.
2. By the completion of the project,all health clinics will be networked through the Student Data Management System to record student health information.
3. By the completion of the project there will be a decrease in the number of suspensions and repeat offenses, resulting in academic improvement of students.

First Year Outcome Objectives

I. By June,1998,seventy percent of the appropriate teachers who received the Second Step Training in August, 1997, will have provided classroom instruction in the Second Step violence prevention curriculum for grades 1-3 and grade 6 for 60% of the students in those grades.
Achievement of results will be benchmarked through utilization of attendance records (reduction of absenteeism), discipline reports (infractions such as assaults, substance use, tobacco use, gang violence, weapons, etc.), law enforcement reports, Family Court statistics and DHS statistics, and number of Student Assistance Team referrals.
Training for appropriate staff will have been completed. Sign-in sheets and training evaluation forms will have been utilized for validation of training success.
Participation in training will have been documented through sign-in sheets. The effectiveness of the training is measurable though comparison of self-reported data.
II. The computer linking hardware will have been purchase for ten health sites by the end of the first year.
III. All project activities will be documented. The process will involve collecting data from each of the components for precise measurement. The review of student data will be ongoing to document any changes that have occurred. Accommodations can be updated or changed to provide opportunity for positive student outcomes.
The results will have included: a reduction in student check-outs, increased identification of medical problems, student preventative health care services which in turn reduce catastrophic illnesses, and a reduction in the number of violence-related incidence.
