Description of District

Santa Rosa County School District, located in the panhandle area of Northwest Florida, is the second most rapidly growing county in the State. The district's student population has increased by 49% over the last decade. Beautiful while sand beaches, country living and some of the best canoeing in the country have drawn 104,100 people to this medium-sized, suburban/rural county.

The Santa Rosa District Schools consist of: a total of 22,000 students; 1,250 employees; and 55 administrators county-wide. The school system includes: 14 elementary, 6 middle and 6 high schools; a prekindergarten center. a technical center, an adult school; community schools program, an adult literacy program; and a variety of alternative programs.

Santa Rosa is proud of the academic record of our students. The county high school drop out rate is slightly over 1% and 91% of graduates entering Florida public community colleges and universities passed the entry level placement tests. District standardized test scores have risen 7% over the last four years. This impressive academic record can be attributed to excellent teachers, dynamic leadership, and extensive community partnerships. The school district has developed models for a variety of programs that have been duplicated nationally, including those listed here.

Description of Project

BELL SOUTH FOUNDATION GRANT

"Closing the Gaps" - Highlights
Grant begins: 04-28-97
Grant ends: 06-30-2000

Purpose: The "Closing the Gaps" program is written in response to one of the major challenges the school district is facing - how to address the impact that poor health has on student performance in the classroom. The grant will allow the school district to "grow its own" School Health Technicians to work as school-based health professionals.

PHASE ONE: 1997-98 School Year

1. Locklin Technical Center will modify their Certified Nursing Assistant Curriculum to accommodate for school-based health needs.
2. Students successfully completing a core curriculum component and an internship experience will apply for employment with an outside agency. The agency will provide professional supervision of employees stationed at the schools.
3. Students completing the program the first year will be placed at 3 schools in the Santa Rosa County School District.
4. Schools will provide matching funds to the Bell South proposal the first year. The second and subsequent years will be funded from school budgets.

Second and Third Years of the Proposal:

School Health Technicians will be responsible for the following activities at the schools:

The first year of Closing the Gaps has been incredibly successful. School Health Technicians successfully completed the school year at 6 sites. During the second year of the program, services will be expanded to a total of 20 sites - all of the elementary and middle schools in the District not currently being served.

The third year of program activites will emphasize program continuation, additional training and identifying supplemental funding resources.

1. Assist with Medications
2. Complete Head Lice Interventions (detection, parent education, and screening for readmission).
3. Assist with Shot Records
4. Screenings - (height, weight, vision and hearing)
5. Evaluate Program Activities (use of Health Master software, a database designed to track program activities)
6. Complete Parent Contacts
7. Perform CPR as needed
8. Administer Minor First Aid
9. Initiate Community Contacts for Additional Resources
