Cleveland County School - One Year Update

YEAR ONE ACCOMPLISHMENTS

  • Established a well equipped and staffed comprehensive school based health center (SBHC) at Crest Middle School which includes a nurse manager, a physician extender, a staff psychologist, a processing clerk, a part-time nutritionist and 30% of a school social workerís time.
  • Established and nurtured a trusting collaborative partnership among community partners: Cleveland County Schools, Cleveland County Health Department, Cleveland Center (area mental health), Cleveland Regional Medical Center, CLEC Primary Care Network (rural health centers linked to and supporting school based health centers and providing seven days/week, 24 hour/day medical coverage).
  • 844 students (76% of student body) enrolled in SBHC

    1. Total of student visits - 1370 for primary care.
    2. Total # of visits for medication - 3113
    3. Total # of visits for mental health services - 1040

  • School based health center staff developed and worked from one chart on each student. Staff from three agencies actively collaborated and staffed cases in an efficient and coordinated fashion.

YEAR ONE LESSONS

  • Overestimated year one billable revenue. Need to have better forecasted the impact of changing managed care regulations.
  • Underestimated the potential negative impact of county and state politics on ongoing support, philosophical and financial, for comprehensive school based services.
  • The need to allocate sufficient time, prior to beginning service delivery, for protocol/operational planning.
  • The importance of recruiting staff who are committed team players.
  • Number of students not covered by insurance and not receiving any health care except in emergencies

YEAR TWO OUTCOMES/OBJECTIVES:

OBJECTIVE 1 OUTCOME: The number of hours for the 1998-99 and 1999-2000 school years that psychological services are provided on the Bums Middle campus will be compared to the 1997-98 school year. The 1998-99 and 1999-2000 hours will show at least a 500% increase over 1997-98 levels.

OBJECTIVE 2 OUTCOME: The number of on-campus consultations during 1998-99 and 1999-2000 school year will increase by at least 300% over the number for 1997-98.

OBJECTIVE 3 OUTCOME: The number of Burns Middle students and families successfully referred and actively receiving mental health services will increase by 250% during the 1998-99 and 1999-2000 school years as compared to the 1997-98 school year.

OBJECTIVE 4 OUTCOME: Seventy percent (70%) of students receiving SBHC psychological services will show improvements during 1998-99 and 1999-2000 over the previous year in at least one of the following academic correlates of health psychosocial functioning: school attendance, incidents of out of school suspension, improved scores on state mandated end of grade reading and math tests. In addition Burns Middle School will show a net decrease in the number of violent campus incidents reported on the North Carolina Department of Public Instructionís Annual Report of School Violence.
